文档介绍：西南交通大学硕士研究生学位论文第1页摘要安全是人类社会永远关注的热点,在供电企业这样的高危企业,安全问题备受关注。随着人们对安全问题的重视和研究,供电企业已经从安全管理模式逐步向安全文化管理模式改进,期望更好的做好安全管理工作。安全文化对于企业安全方面的管理具有和企业文化支持企业发展一样的重要作用,供电企业安全文化的构建将使企业的安全管理工作更上一个台阶,使企业的人为事故率达到零。目前,供电企业的安全管理已经取得了一定的成就,但还没有完全杜绝人为事故的时常发生,其管理还没有晋升到安全文化管理的阶段,本文针对目前供电企业安全管理的现状和问题,提出了供电企业的安全文化管理理念,并依据此理念提出了供电企业的安全文化构建的思路,在此基础上,进一步提出了供电企业安全文化的评价方法,期望能够为供电企业改进安全管理和安全文化建设提供一定的指导意义。本文首先对供电企业的安全管理进行了分析,对目前供电企业安全管理的分析方法进行了总结性的阐述,在此基础上提出了安全文化概念和意义;接着,本文根据安全文化的要求,对供电企业目前安全文化的现状进行分析,找出供电企业安全文化管理存在的问题,针对这些问题和安全文化的目标,提出了构建供电企业安全文化的方法;最后,本文在构建安全文化的基础上,提出了安全文化的评价方法,希望对供电企业的安全文化建设提供检验的标准。关键词:供电企业;安全管理;安全文化;构建;评价西南交通大学硕士研究生学位论文第lI页 Abstract Safety has long been concerned by inenterprises with high riskssuch aspower-supply enterprises safety is ofgreatimportance. Withpeople’Sgradually stressing on safety,power-supply enterprises have upgraded from the safety management model to the safety and culture management model,with thepurpose ofstrengthening safety management. Safety culture plays thesame role insafetymanagement ofenterprises as enterprises culture does inenterprises establishment of safety culture inpower-supply enterprises isbound tostrengthen thesafety management itpossible toeliminate allhuman element accidents. Atpresent,the safetymanagement inpower-supply enterprises isgoing smoothly,but human element accidents have not been yet pletely and themanagement has not been yetupgraded tosafety culture paper put forwards the conception of safety culture management ofpower-supply enterprises based on the current conditions and problems ofpower-supply enterprises,and itfurtherpresents theguideline of establishment ofsafety culturemanagement and the assessment forsafety culture,hoping toofferinstructions topower-supply enterprises interms of safetymanagement andsafety culture.
