环境保护监理的重要性
环境保护是我国的一项长期的基本国策，公路施工环境保护已经纳入了法制化的轨道。环保监理，也就是监理工程师利用监理权力，有效避免高速公路施工中的环境污染。从施工质量控制出发，规范化施工是达其目的的必然途径，而规范化施工又恰恰是解决环境污染的有效手段。在施工中树立尊重自然，保护环境理念，坚持以人为本，贯彻落实科学发展观和可持续发展的要求，实现环境保护与公路建设并举、公路发展与自然环境和谐，努力建成环保、景观、生态之路。
随着环保意识的日益严重，环保意识的不断加强，高速公路建设的环境保护已被列入各个建设阶段。工程环境监理主要包括环境达标监理和环保工程监理两方面，具体包括生态保护、水土保持、地质灾害防治、绿化、污染物防治等环境保护工作的所有方面。特别在高速公路的施工过程中，由于其特有的对环境的破坏性，业主对沿线农作物、森林等因污染而引起的赔偿，金额巨大，一旦处理不慎，还会造成大量纠纷，严重的还会停工，从而造成更大的经济损失。为了避免因环保问题引起的赔偿，项目业主应与承包人签订环保责任状，为了保护环境，环保部门也开始介入高速公路建设。在这积极的态势底下，在项目的实施阶段，作为建设的一方——监理，虽然目前没有法律，乃至合同协议规定的环保监理义务。
