第一章 基本规定
1、工程资料应真实反映工程质量的实际情况，并与工程进度同步形成、收集、整理、归档。
2、工程资料应字迹清晰并有相关人员及单位的签字盖章。
3、工程建设各方应确保各自资料的真实有效、完整齐全。
4、工程资料应使用原件。当使用复印件时，应加盖资料提供单位的公章。 6、工程建设各方应及时对工程资料进行签字、确认，保证工程资料与工程进度同步形成。
7 、工程竣工验收后应依法将归档资料移交城建档案馆。
8 、由建设单位采购供应的建筑材料、构配件和设备，建设单位应提供所供物资的质量证明文件并满足设计文件及合同的质量要求。
9、工程资料实行分级管理各负其责的管理原则，参与工程建设的有关各方应各自对本单位产生的工程资料负责并保证工程资料的可追朔性。 10、由建设方直接发包的专业施工工程的经监理验收合格后，工程资料交建设方归档保存;经总包单位发包的专业施工工程，专业承包单位应对专业施工资料签字负责并按本规程的要求收集和整理后移交总包单位，总包单位负责全部工程资料的收集、整理和归档。
11、工程建设各方应将工程资料的形成、收集、归档等工作，纳入工程建设的全过程管理。
