文档介绍：I 海洋强国背景下青岛市海洋强市战略研究摘要党的十八大报告首度将“建设海洋强国”提升至国家发展战略的战略高度,明确提出要“提高海洋资源开发能力,发展海洋经济,保护海洋生态环境,坚决维护国家海洋权益,建设海洋强国”。在建设海洋强国已成为时代最强音的大背景下,山东省作为中国的海洋大省,青岛市作为山东半岛蓝色经济区建设的重要区域,必须发挥山东半岛蓝色经济区建设、胶东半岛高端产业聚集区建设,依托十八大建设海洋强国的精神,推进建设海洋强市战略,因此本文对青岛市海洋强市战略进行探索和研究,并在此基础上建立相应的策略有非常必要的现实价值。自海洋强国出台后,青岛市也为海洋强市做了一系列战略实施。 2012 年6 月,青岛联姻法国海洋强市,法国布列斯特市代表团来到青岛,与青岛市科技局、国家海洋局第一研究所等单位进行交流,双方还签署了发展蓝色经济和中法海藻衍生物开发等合作协议。本文以“海洋强市”为核心问题,以中国海洋经济发展和青岛市海洋资源为基础,采用文献研究和分析研究相结合的方法探索影响青岛市海洋强市战略发展,并在此基础上提出了青岛市发展海洋强市战略的对策建议。关键词:海洋强国;海洋强市;青岛市;海洋经济;发展战略 II ResearchonDevelopmentStrategyforMarineCity intheCityofQingdaoontheBackgroundofSeaPower .
