摘要
在当今的国际贸易中,产业国际竞争力是需要关注的重大问题之一,而目前,
同样有个值得注意的现象:那就是环境规制影响越来越大,可能会成为影响产业国
际竞争力的一个方面,从而对整个国际贸易造成影响。所以研究环境规制是否会对
产业国际竞争力造成影响,在宏微观方面都对我国经济有着十分重大的意义。
由于目前的研究,大多都是围绕本国环境规制与本国产业国际竞争力之间的关
系进行,对贸易对象国环境规制对本国产业国际竞争力的影响的研究不多。所以本
文立足于在国内外研究的基础上进一步研究贸易对象国所提出的环境规制对本国产
业的国际竞争力是否造成影响,旨在解决以下几个问题:(1)欧盟的环境规制对我
国制造业的国际竞争力是否造成影响;(2)环境规制对我国按照污染密集度不同分
类的产业是否有不同的影响。
本文采用定性和定量相结合的分析方法,在明确欧盟环境规制和中国制造业的
基本情况的基础上,建立环境规制严格度和产业国际竞争力的评价指标体系并进行
计算。再对两者的关系进行计量分析。得出欧盟环境规制对制造业某些产业的国际
竞争力有较大的影响,而对某些产业则影响不大的结论。且欧盟环境规制对中国制
造业国际竞争力的影响与它的污染密集程度无关。最后按照受欧盟环境规制影响程
度的不同,提出我国制造业对欧盟环境规制的应对措施。

Abstract
In the international trade nowadays, the industrial petitiveness is
one of major issues which need to pay attention. But at present, similarly has the
phenomenon which is noteworthy: The environmental regulation has increasing influences,
possibly can e one of the impacts which affect industrial international
competitiveness, and thus has the influence on the entire international trade. Therefore the
study that environment regulation whether has the influence on the industrial international
competitiveness has extremely significance to our country’s economy in both macroscopic
and microscopic aspect.
The present researches are mainly about the relationship between one country’s
environmental regulation and the country’s industrial petitiveness, are
not many on the relationship between the trading country’s environmental regulation and
our country’s industrial petitiveness. Therefore based on the domestic
and foreign researches, this article studies whether the environmental regulation in which
the trading country proposed has the influence on our country’s industrial international
