本文通过对全面预算管理的理论发展和形成过程为着眼点，在全面论述现代
企业预算管理理论与方法的基础上，将全面预算管理的一般理论与方法与高速公
路集团公司的行业特点相结合，以如何建立科学的高效的法人治理结构，在此基
础上建立与其相匹配的公司预算管理体系和管理制度。本文在以下几个方面进行
阐述：
第一部分，本文对现有预算管理理论、方法体系、编制模式等方面进行研究，
结合现有的高速公路集团公司治理结构所存在的问题，通过探讨公司治理与预算
管理之间的关系，进而研究在高速公路集团公司中预算管理的运用，以及预算管
理的运用在提高高速公路集团有限公司内部管理水平，并对公司治理达到科学高
效的目标有促进作用。
第二部分，在对高速公路有限公司的治理结构进行分析的基础上，在实施过
程中，全面预算管理采用“董事会—预算管理委员会—管理层”的管理体系；“由
上至下，由下到上，上下结合”的预算程序；零基预算方法为主，其他预算方法
为辅的预算编制方法；并通过相应的激励机制，优化高速公路集团公司的预算管
理，建立起一整套完善的预算体系。
第三部分，通过将预算管理的成果具体运用到重庆市高速公路集团公司中，
指导重庆市高速公路集团公司的预算管理。

ABSTRACT
This text is about the theories development of the budget management and process
of it as the point to be attended to, in discussing modern business enterprise budget
managing theories and the foundation of the method, combining them with the
profession characteristics of the superhighway group company. With method the
general theories that budget manage, with how to establish science and efficiently of
the construction of the legal person management, and homologous company budget
management system with manage the construction, which is a textual and
investigative and basic point of this departure. This text express them to the aspects
below:
Firstly, Under the current manage construction of highway group company, the
budget management can increase into practice internal management in business
