本文以河北西柏坡发电有限责任公司(以下简称西柏坡电厂)中水处理项目为研
究对象，分析中水处理项目管理存在的问题，提出了有针对性的项目管理模式，设
计了相应的实施方案。本文运用 SWOT 分析法，对西柏坡电厂的情况进行了剖析，
针对性的提出并论证了西柏坡电厂中水项目工程的项目承包商与合伙模式的组合
管理模式。本研究成果对西柏坡电厂中水处理工程项目的顺利实施起到了积极的促
进作用，同时对其他企业同类项目的管理问题的研究有一定的借鉴意义。

ABSTRACT
For successfully carry out of the project, this paper studies the Hebei xibaipo power
Co. ltd(xibaipo power for short)for example, analyzing the correlative manage problems,
bring forward the management pattern and designing the actualize scheme. This paper
uses the method of SWOT, analyzing the status of xibaipo power, putting forward the
combined management pattern for water project between contractors. This production
advance the project of the gray water treatment in xibaipo power and also has meaning to
the same management problems of other enterprise.
