随着经济全球一体化时代的到来，企业的发展不再仅限于技术和市场的竞争，
更重要的是人才的竞争。要想留住人才不仅需要企业具有良好的发展前景，更重
要的是企业要有一个相当健全的管理制。通过应用人力资源管理系统能够集中对
企业人事工作进行管理，使得人力资源管理人员摆脱繁重的日常工作，同时能够
根据员工个人能力对其岗位进行调动，充分发挥员工自身的能力，为企业的带来
更大的经济利益。因此，快捷、准确、方便、高效的人力资源管理系统是企、事
业单位的基本需求之一。
本文通过研究国内外人力资源管理系统，并对胜利船舶进行实地考察，分析
企业人力资源部门对人力资源操作的业务流程，分析出业务操作中的问题，建立
初步的业务流程图。并针对企业人力资源管理现状，设计与实现了专业人才队伍
建设系统。
系统采用 +IIS 的三层浏览器/服务器 B/S 技术实现，数据库采用
SQL Server2005，部署运行在 windows XP 系统上。本系统采用管理员制管理，系
统功能应包含管理员对公司组织机构、员工、劳动力等信息的管理，以及实现相
关数据的操作。
系统能够充分利用网络资源，通过优化和再造管理流程，使人力资源的管理
更为高效和科学，数据更为准确，满足人力资源部提升服务和管理水平的要求，
从而将人事部门从繁重的、耗时的工作中解放出来，把精力集中到更高层的政策
性工作中去。

ABSTRACT
With the coming of the globalization, the company's development is not limited to
the technologies and market competition. Maintaining the talent not only needs the
enterprise has a bright prospect, but also a very sound business management. Through
the application of human resource management system can focus on managing the
human work of the enterprise, which not only makes the management of human
resources out of the heavy daily work, but also makes it possible to arrange worker
through their ability to mobilize the job, giving full play to their own ability and bring
more economic benefits to the enterprise. Therefore, repaid, accurate, convenient and
efficient human resource management system is the basic needs of institutions.
This thesis studies the domestic and international human resource management
system, investigates to the Victory Ship analyses the process that enterprise human
resource department operates on the human resources and the problems accrued during
these operations, and establish initial operational flow chart. Also design and implement
a system of professional ranks for human resource management.
