摘 要
工程风险贯穿于工程建立的全过程之中,工程风险的防范是一项全员全过程的工作。本文从建筑工程的招投标角度,阐述了建筑工程工程风险的特点和目前建筑施工企业风险管理的现状,分析了建筑施工企业在资金、本钱、管理等方面存在的风险,提出了风险防范的一般方式以及防范措施。由于现行的施工平安管理是对每一个平安隐患进展平行的管理，对于平安危险并没有风险上下的区分，以至于经历缺乏，工程管理人员没有足够的精力放在存在有高风险的平安隐约的清查与处理上。这往往就会导致重大事故的发生，对人命与财产造成巨大损失。
本文首先分别从风险的定义、特征及分类、风险管理的定义、产生和开展、建筑施工平安管理实行风险管理的重要意义及风险管理模型系统建立的过程和方法等几方面介绍了风险管理的根本内容。
其次分析了建筑施工平安风险因素，总结了建筑施工平安风险的类型即危险源，建立了建筑施工平安风险识别子系统的风险管理模型，提出了建筑施工平安风险〔危险源〕的识别方法，并根据工程类型、施工阶段和危险源分布范围，逐项识别出了建筑施工工地常见的危险源。
再次对建筑施工平安风险进展了不平安因素的分析，总结了建筑施工平安风险的根本评价方法，重点介绍了LEC评价法，最后建立了施工平安风险评价模型。
最后本文论述了建筑施工平安的风险控制的原那么、根本方法、重大危险源的防治及风险控制的具体措施，提出了实施建筑施工平安管理模式的创新要求。

ABSTRACT
Project risk throughout the entire construction process, to prevent the risk of the project is a full working of the whole process. This article from the perspective of the construction project bidding, describes the characteristics of the construction project risk status and current construction enterprise risk management, analysis of the risks of construction enterprises in the capital, costs, management and other aspects of existence, the proposed risk prevention general methods and preventive measures. Because the current construction safety management is ambiguous to carry on the parallel management to each safety, having no high and low distinction of risk for the safe danger, with as for the experience shortage, item the manager has no enough energy to put in the safety that exist to have the high risk checking ambiguously with handle。 This usually will cause the occurrence of the important trouble; result in the huge loss to the human life and property.
