文档介绍:⑨硕士学位论文 MASl’ER‘S THESIS 内容摘要对高校中层领导干部进行绩效考核综合评价,是识人用人的重要手段,是干部工作的基础。建立高校中层领导干部绩效考核系统,运用科学的方法、合理的标准和完善的程序,对高校中层领导干部履行工作职责的情况进行全面、客观、准确的客观评价,目的是以考核为抓手全面加强高校中层领导干部队伍建设。建立高校中层领导干部考核评价体系,是深化干部人事制度改革,推进选人用人工作科学化、民主化、制度化建设的重要举措,对于建设朝气蓬勃、奋发有为的中层干部队伍,提高中层领导干部的领导能力和工作水平,调动中层领导干部的主动性、积极性和创造性,具有十分重要的实践意义。高校中层领导干部的管理水平、管理效能如何,直接关系到高校人才培养的目标, 关系到高校的改革发展。本研究基于高校中层领导干部德、能、勤、绩、廉五个方面的胜任特征,从与高校中层干部考核相关的绩效考核理论等入手,以中共中央2009年 6月通过的《关于建立促进科学发展的党政领导班子和领导干部考核评价机制的意见》等为依据,旨在建立体现科学发展观与正确政绩观、符合高校实际的中层领导干部考核评价系统,为推进高校中层领导干部考核评价实践的深入开展抛砖引玉。本研究从当今高校中层领导干部考核的现状与存在的问题出发,分析提出了构建绩效考评体系的基本思路,并对如何进行评价实践和结果反馈运用等作了探索和完善。关键词:胜任特征;中层领导干部:绩效考核;高校 Abstract Itis allimportant means indistinguishing andusing talented people and thebasisin cadres work toestablish asystem tomake theperformance testandtheanalytic assessment tothemiddle- purpose fortheestablishment ofthemiddle-levelcadres performance testsystem,thatis,byusing thescientificmethods,reasonable standardand perfect procedures to make prehensive,objective and exact evaluation tothe performances ofthemiddle—levelcadresinuniversities,is tostrengthen theconstructionof Middle—level cadres group an important measure toestablish the middle—levelcadres’test and evaluationsystem for thestrengthening of thereform of system ofcadre human affairsandfor thescientific,democratic and systematic personnel management of intheconstruction ofmiddle—levelcadres group ofvigorand enthusiasm and intheimprovement oftheleadership,initiative and creativity ofthemiddle-levelcadres.
