农业节水新技术及水资源管理

摘要
水, 生命之源。如今, 随着我国经济社会的快速发展, 水资源供需矛盾日趋突出。目前, 全均每年农田旱灾面积约4 亿亩。在缺水的同时, 还存在着严重的用水浪费, 全国农业灌溉用水利用系数大多只有0 1>.4 左右, 而发达国家多已达到0 .7——, 我国工业万元产值取水量约为90m3, 比发达国家高3 -7倍; 工业用水重复利用率约52 % ,远低于发达。节水成为现实的必然选择, 采用先进的节水技术和水资源管理机制更是迫在眉睫。

1 我国农业水资源管理中存在的主要问题
缺乏有效的管理机制, 导致水资源短缺与水资源浪费共存现行的水资源管理机制, 是一种非高效利用水资源的机制, 由此造成水资源短缺与浪费并存的尴尬局面。众所周知, 我国的农业水资源严重短缺, 但与此形成明显对照的是浪费极其惊人!
现行体制和政策难以形成有效的节水机制现行的水资源管理体制存在许多弊端, 导致管理单位失去节水的积极性。如灌区没有法律地位, 缺乏经营管理自主权。
