文档介绍：华中师范大学硕士学位论文中国贫困山区农村反贫困问题研究——以大别山区湖北省英山县为例姓名:杨飞申请学位级别:硕士专业:政治经济学指导教师:曹阳 20070610 中文摘要贫困是世界各国普遍存在的社会问题。我国农村因旧中国经济落后以及我国农业资源缺乏和农民知识贫乏等原因,而形成严重的贫困问题。建国后特别是改革开放以来,党和政府领导全国人民积极进行反贫困工作,并取得巨大成就,全国范围内基本上解决了温饱问题。但当前我国农村仍然存在着贫困,尤其是区域广泛的贫困山区问题更加突出,反贫困工作面临着严峻形势和挑战。本文以大别山区国家重点扶贫县湖北省英山县为例证探讨山区农民贫困问题。文章首先简明阐述了我国目前农村贫困范畴的基本释义,分析了新农村建设时期中国山区农村贫困的现状与特征,以湖北省荚山县为样本,从自然环境、贫困人口分布状况、经济发展水平和社会发育程度等因素分析了山区农村反贫困的制约因素, 结合我国“十一五”冼划纲要精神和建设社会主义新农村的伟大蓝图,认为中国山区农村在新阶段的脱贫必须继续坚持正确的开发式扶贫方针,政府主导与市场运作相结合,建立多元反贫困机制;物质扶贫与文化扶贫相结合,提高山区农村人力资本素质;增加扶贫投入与加强资金管理相结合,提高山区扶贫开发效益;山区移民扶贫与小城镇建设相结合。促进城乡一体化发展,扶贫开发与生态环境保护相结合,坚持实施可持续发展战略,促进贫困山区经济社会发展,扶持贫困人口尽快脱贫致富。关键词: 贫困;反贫困;山区农村;扶贫开发⑨?MASTER?'S THE淞 Abstract Poverty is a prevailing problem all ovef the to economic backwardness in oldChina,the shortage ofa鲥cultural resources aswell asthelackof knowledge on thepart ofthepeasants,the ruralal'Cas in OUr country sufferfrom seriouspoverty thefoundation ofPeople’S Republic ofChina,leading thepeople tofightactively againstpoverty,the Party and thegovemment have achieved a great ,we are able tofeedthepopulation up , poverty isstillexisting inOurcountry,especially thepoverty-stricken mountainous areas. Therefore,thefight against poverty isstillfacedwithgreatchallenge. Taking Yingshan which is akeygovernment supporting county inHubei Province, as allexample,this paper explores thepoverty problemamong peasants inmountainous firstlyexplicitly elaborates oncept ofruralpoverty inOur country,then itanalyzes thepresent situation and features ofruralpoverty in mountainous areasintheage ofConstructing new the sample ofYingshen County inHubei Province,this paper analyzes therestricting elements infighring againstpoverty from such aspects as natural resources,the distribution ofpoorpopulation,level ofeconomic development and theextent ofsocial ,in view ofthe essence ofThe Eleventh FivePlanand thegreat bhepringt ofconstru
