群众安全生产监督员管理办法
一、群众安全生产监督员名单：
二、群众安全生产监督员的设置原则
1、坚持合法合规的原则。根据“安全生产法》、劳动保护监督检查《三个条例》的相关要求，在现有劳动保护监督检查组织和一线劳动保护检查员队伍的基础上，在生产一线增设由从事施工作业、尤其是从事特殊工种、关健岗位的技术操作骨干组成的兼职群众安全生产监督员、并明确监督检查职责。日常工作机构设在工会。
2、坚持协同工作的原则。群众安全生产监督员应按党政的统一工作部署，在本单位安全生产管理委员会和工会劳动保护监督检查委员会的领导下，配合行政安全生产管理部门开展群众安全生产监督工作，自觉接受同级安全管理部门和专职安质、工程技术人员的业务指导。
3、坚持因地制宜管理有效的原则。群众安全生产监督员的比例可按一线员工总数(分协作队伍)的5—1 0％掌握，不搞教条化，按实际工作需要确定。每个生产班组或作业点(均含协作
队伍)、每道生产工序一般设置1名群众安全生产监督员，生产班组人员较多时可适当增没。群众安全生产监督员因工作变动应及时补设。
4、坚持突出重点全面覆盖的原则。群众安全生产监督员要设在生产一线，突出重点岗位、重要设备、关键工序，特别是要在协作队伍中设立群众安全生产监督员，把群众安全生产监督延，延伸覆盖到每个岗位、每道工序，不留死角。

三、群众安全生产监督员的任职条件
1、遁纪守法，遵守职业道德，有强烈的事业心和责任感，热爱群众安全生产监督工作；
2、坚持原则，有较强的安全生产意识，敢于抵制违反安全生产及劳动保护有关规定的行为；
3、身体健康，眼光敏锐，反映迅速，勤于动脑，能胜任群众安全生产监督员的工作；
4、熟知规章制度、操怍规程、施工流程，具有一定的事故隐患识别能力和处置经验：
