为更好地服务市委、市政府 “四个襄阳” 建设，夯实产业襄阳的产业支柱，根据襄阳市十二五规划关于生物医药产业的总体部署和要求，围绕构建现代产业体系，做大做强生物医药产业,确保完成发展生物医药产业体系目标任务，结合实际，制定如下规划：
一、产业发展环境和基础
（一）生物医药产业发展形势
。全球医药市场持续快速增长，年内市场规模将超过8800亿美元。目前，全球研制中的生物技术药物超过2200种，80%进入临床试验。预计未来５年内，生物药品市场将进一步扩大，占全球药品市场的比重将超过25％。创新化学药物和以核技术为基础的大型诊断医疗装备也取得重大突破，攻克了一些重大的健康医疗难题，推动了医药产业发生了革命性的变革与发展。预计未来5年中，发卖额1370亿美元的制药产物失去专利保护，仿制药将迅速发展，同时生物医药产业将成为全球增长最快的产业之一，成为拉动世界经济发展重要的新的增长极。世界各国纷纷将生物医药产业作为战略产业重点发展，制订发展战略规划，发布专项政策，成立专门机构，加速培养和吸引人才，大幅度增加对
