第一条指导思想
以科学发展观为总体指导，以国际化、市场化、人文化、生态化为总体思路，坚持遗产保护、文化复兴与旅游发展相互促进、相互协调，加强政府、企业、投资商、社区居民等不同利益主体的协调和沟通，充分利用西安“世界古都，华夏之根”的资源优势，全面提升西安旅游业在国际国内的吸引力和竞争力，发挥旅游业在城市经济、社会、文化、环境等多方面的积极作用，旅游业发展成为全市国民经济的重要支柱产业，为西安建设“古代文明与现代文明交相辉映，古城区与新城区各展风采，人文资源与生态资源相互依托的国际性现代化大城市”创造积极条件。
