摘
要
资源与环境问题是后工业社会挥之不去的伤痛可持续发展已成为国际社会普
遍认同的发展模式在此背景下循环经济和工业生态学理论相继产生它们作为
新的发展观或交叉学科为减少工业污染推动整个社会走向可持续发展提供了理
论借鉴和方法论支持这些理论学科自 20 世纪 80 年代诞生后就引起人们的极大关
注
并付诸行动
生态工业园区作为循环经济与工业生态学的重要应用领域是一种以追求更高
物质利用率和能量转化效率
更少废物排放甚至零排放为目标的企业地域分布形
式
我国自 1999 年开始启动生态工业园区建设试点项目以来
各种类型的生态工
业园区不断涌现
部分园区已初步显示出可观的生态经济效益
湖北作为中部重要工业省份
由于工业结构和布局不尽合理
工业“三废”排放
较大环境污染状况相当严重在湖北开展生态工业园区建设对于改变工业污染
现状调整工业结构布局提高工业企业竞争力推动湖北的可持续发展进程具有
重要的战略意义
当前湖北应从资源浪费严重污染严重的企业开始通过创建循环经济型企
业大力提高资源和能源的利用效率同时对于部分基础设施和工业生态条件较好
的传统工业园区进行生态工业园区的建设试点
争取用 5 到 10 年的时间确立一到
两个国家级和一批省级生态工业示范园区湖北省相关政府部门应及时出台有关优
惠政策加大招商引资力度解决在园区规划和建设中存在的问题为加快湖北生
态工业园区建设提供组织保障和技术支持

Abstract
Resources and environment problems are the chronic disease in the late industrial
society and sustainable development has been generally acceptable development model
by international society, in view of which, recycling economy and industrial ecology
come into being altogether. As a new view of development or overlapping subjects, they
can provide theoretical reference and methodological support for reducing industrial
pollution and pushing our society into sustainable development. These theoretical
subjects gained extensive interests which appeared in 1980s of 20th, and then they were
put into practice.
As an important applied scope of recycling economy and industrial ecology, an EIP
is a model of geographic distribution of enterprises, aiming at a higher efficiency in raw
material utilization and energy conversion as well as a minimized waste or zero emission.
Since the construction experiment of EIP was made in China in 1999, all kinds of EIP
have sprung up , some of them have received considerable eco-economy benefits.
