一、指导思想
以科学发展观和“安全发展”理念为指导，紧紧围绕安全生产“隐患治理年”、“基层基础建设年”总体部署，突出综合治理这条主线，深入宣传“安全发展”科学理念和“安全第一、预防为主、综合治理”方针，普及安全生产法律法规和安全知识，弘扬安全文化，迎接奥运的召开，落实隐患治理的各项措施，结合“安全生产月”活动要求，通过安全逃生现场演练，让员工在发生火灾、灾害性天气等紧急情况时能够逃生自救，能够迅速、有序、安全地撤离疏散，最大限度地减少财产损失和人员伤亡，同时提高员工和乘客的安全意识和逃生能力。
