编者按：为检验学****调研阶段活动成效，进一步将学****实践科学发展观活动推向深入，嘉兴检验检疫局于5月12日举行了学****实践活动副处以上级领导干部调研成果交流会，九名处级领导干部结合工作实际，畅谈了调研思考和体会。为开展好调研工作，局党组高度重视，统筹确定了九个调研课题，处级领导干部每人牵头负责一个调研课题。3月下旬至4月下旬，党组成员及各办事处主任深入基层、深入一线、深入群众，围绕各自的调研课题深入扎实地开展了“大走访、大调研”活动，并进行了认真的分析，缜密的思考，形成了一批有思想、有见地的调研成果。现将调研成果刊发，以供全局干部职工学****br/>科学履行把关服务职能

落实科学发展观，发挥工作有效性和贡献率，更好地为经济社会发展中心服务的需要,也是检验检疫工作必须长期坚持的一条根本原则。特别是在金融危机严峻形势下，认真履行好把关服务职能，促进地方外向型经济平稳健康发展，更是检验检疫部门义不容辞的职责和使命。本文试图针对前期调研过程中梳理出的嘉兴众多出口企业普遍存在的问题和需求，提出切实可行的帮扶举措和建议，以期帮助嘉兴出口企业早日走出困境，促进嘉兴外向型经济尽快重新回到上升通道。
一、金融危机背景下嘉兴出口企业面临的严峻形势
在此次被视作上世纪世界经济“大萧条”以来最严重的全球金融危机中，世界几大主要经济体均受到重创，中国作为世界最大的新兴经济体，自然也难以独善其身。中国
