职能介绍
国家税务局系统的机构设置为四级，即：国家税务总局，省(自治区、直辖市)国家税务局，地(市、州、盟)国家税务局，县(市、旗)国家税务局。国家税务局系统实行国家税务总局垂直管理的领导体制，在机构、编制、经费、领导干部职务的审批等方面按照下管一级的原则，实行垂直管理。
国家税务总局13个内设机构(正司局级)职能简介
办公厅
办公厅是国家税务总局主管日常公务、文秘和局机关行政管理事务的综合职能部门。主要职责是：负责机关文电、机要、会务、档案、信访、保密和保卫等工作;承担税收宣传、政务公开和新闻发布工作;管理机关财务和其他行政事务。
政策法规司
政策法规司是国家税务总局主管税收政策和税收法制工作的综合职能部门。主要职责是：起草税收法律法规草案、部门规章及规范性文件;研究提出税制改革建议;拟订税收业务的规章制度;研究、承办涉及世贸组织有关税收事项;承办重大税收案件的审理和行政处罚工作;承担机关有关规范性文件的合法性审核工作;承办税务行政复议、行政应讼工作。
