一、国库集中支付改革的背景
国库集中支付改革在一些发达国家早已推行了，我国直到1998年的第十次全国人大常委会上才提出来，当时提出来，一方面是国外已有成功经验，国内有借鉴意义；另一方面国家对预算编制、预算执行和监督的要求也越来越高；更重要的是社会各界对改革财政支出制度的呼声也越来越强烈。基于以上三个方面的原因，在2000年，李岚清副总理又在省部级干部会议上再次指出必须实行国库集中收付制度。2001年，当时的财政部部长项怀诚在全国人大会议的工作报告中，把实行国库集中支付制度改革确定为我国“十五”期间财政支出改革的重点，这标志着我国拉开了全国性的国库集中支付改革的序幕。
