在全市财政国库集中收付制度改革
动员大会上的讲话
同志们：
这次会议是市委、市政府研究决定召开的。刚才，玉涛同志宣读了《晋州市财政国库集中收付制度改革实施方案》，此方案是在认真研究国家、省、市关于全面推进财政国库集中收付制度改革有关精神的基础上制定的，是我市做好国库集中收付制度改革的总抓手。平凯局长就我市国库集中收付制度改革的有关问题作了说明，使大家充分了解我市实施财政国库集中收付制度改革的背景、指导思想、基本原则以及国库单一帐户体系的构成、拨款方式、程序等，希望各乡镇、各部门深刻理解改革的重大意义，掌握其内容实质，并严格按照实施方案的要求，进一步统一思想，形成工作合力，全面推动全市财政国库集中收付管理制度改革顺利实施。下面，就如何做好财政国库集中收付制度改革工作，我讲三点意见：
一、认清形势，统一思想，充分认识推行财政国库集中收付改革的重要性和必要性
国库集中支付制度，是指政府所有的财政性资金（包括预算内、预算外资金）集中于国库单一账户，收入直接缴入国库或财政专户，支出由财政部门的集中支付机构根据单位批准的预算和用款计划，直接将款项划入商品供应商或劳务提供者账户上的

一种制度。我们原来的财政资金拨付方式，是将财政资金拨给各预算单位，并由各单位支付给商品和劳务提供者。随着市场经济体制的逐步确立，这种财政性资金拨付方式，越来越不适应市场经济体制下公共财政的发展要求，存在很多弊端。近几年，针对这些弊端，我们也进行了一些改革。一是实行了部门综合预算编制改革，增强了预算约束力。二是稳步推
