哈尔滨市城市供热办法（哈尔滨市人民政府令第235号）
《哈尔滨市城市供热办法》已经2011年10月19日市人民政府第85次常务会议通过，现予发布，自发布之日起施行。

第一章 总 则
第一条 为了加强城市供热管理，规范供热采暖行为，维护热用户、供热单位和热源单位的合法权益，根据有关法律、法规规定，结合本市实际，制定本办法。
第二条 在本市城市规划区及其他实行城市化管理的地区内从事供热规划、建设、生产、经营、管理的单位、个人和热用户，应当遵守本办法。
第三条 本办法所称城市供热，是指由热源产生的蒸汽、热水通过管网为热用户提供生产采暖和生活采暖用热的行为。
本办法所称热源单位，是指利用自行生产的热能为供热单位提供热能的单位。
本办法所称供热单位，是指取得供热许可证，利用热源单位提供或者自行生产的热能从事供热经营活动的单位。

本办法所称热用户(以下简称用户)，是指消费供热单位热能采暖的单位和个人。
第四条 城市供热遵循统一规划、属地管理、保障安全、规范服务、促进节能环保和优化资源配置的原则。
第五条 城市供热应当以集中供热为主，限期取消能耗高、污染重、效能低的供热方式。
鼓励研究、推广、采用建筑节能技术以及先进的供热方式、技术和设备，提高供热的科技水平和供热质量；鼓励使用清洁能源。
第六条 市供热行政主管部门负责全市供热管理工作，并组织实施本办法。
区、县(市)人民政府负责辖区内的供热管理，具体工作由区、县(市)供热行政主管部门负责。
街道办事处、乡(镇)人民政府依据职责负责辖区内供热相关工作。社区居民委员会协助街道办事处开展供热相关工作。
