第一章 总则
第一条为加强城市供热管理，节约能源，减少污染，适应生产和人民生活需要，根据国家和省的有关规定，结合我市情况，制定本办法。
第二条本办法适用于本市市区内的城市供热管理。
第三条本办法所称城市供热，是指利用热电联产、区域锅炉、自备电站、工业余热、燃气、核能等集中供热和分散锅炉供热。
本办法所称热源单位，是指为供热单位生产、提供热能的单位。
本办法所称供热单位，是指利用热源单位提供的热能从事供热经营、既生产热能又从事供热经营或生产热能为本单位职工供热的单位。
本办法所称用户，是指使用城市供热的单位（含产权单位和使用单位）和个人（含产权人和使用人）。
第四条城市供热应当坚持发展集中供热，限制和改造效率低、污染大的分散锅炉供热，实行统一规划，行业管理，多家经营的原则。
第五条市人民政府实行有利于城市供热事业发展的政策，鼓励城市
