随着全球化的推进和全球金融危机带来了前所未有的机遇，中国企业“走出去”战
略的进度不断加快。中国石油企业作为国家重要的资源战略实施企业，在立足本土的基
础上，通过资产并购、购买资源等现金交易诸多方式加大了投资海外市场的力度和速度。
与此同时，各种确定性风险和不确定性风险接踵而来，如何识别和规避这诸多似乎早已
注定的风险，是本课题所面临的挑战。
全文共有五个主要章节，从第二章起始分别介绍了国内外项目投资风险评估体系的
的主要相关理论和模型，以及作者的浅要总结；第三章阐述了中国石油企业海外项目投
资所面临的各种风险及对风险的定性、定量识别路径；第四章从主客观因素分析的角度
构建了中国油气资源企业海外项目投资风险评估体系，包括：投资环境指标体系、经济
评价指标体系和技术评价指标体系三个主要二级指标体系，各指标体系下又包含若干项
分指标。第五章在第四章的基础上构建了油气资源企业海外项目投资灰色评价模型；第
六章通过陕西延长石油集团的投资风险案例，特别是泰国石油天然气 L31/50 陆地勘探
区块的勘探开采这一项目案例证实了中国油气资源企业海外项目投资灰色评价模型的
正确性和实用性。
文章中油气资源企业海外项目风险分析及其投资风险评估体系与模型的构建及验
证是作者的主要贡献，由于数据获取较为困难等诸多因素使实证分析较为薄弱也是本文
的一大缺憾。

ABSTRACT
With the advance of globalization and the global financial crisis has brought
unprecedented opportunities to Chinese enterprises "going out" strategy of accelerating the
progress. Chinese oil companies as a strategy for the implementation of important national
