随着太榆同城化、大学城建设步伐的加快，晋中榆次城区建设引来了千载难逢的机遇。目前城中村、旧城连片改造已被市政府纳入城市建设整体规划当中，2013年晋中市经济工作会提出，今年重点对新华街、直隶庄、大东关、北关、小东关等旧城片区和郭家堡、南沟等城中村进行改造，但是在拆迁改造的过程中，风闻拆迁而突击盖房的现象比较突出。
    这主要因为现行的补偿规定是按照实际房屋面积评估作价对拆迁户进行安置、补偿，造成了一些房屋层数低和面积少的村民以及其他被拆迁人往高盖、多盖面积，以获得更多的补偿。另外非法抢建的建筑质量往往较差，加之拆迁后建筑垃圾增加，清运工作量加大，不但污染了环境，同时也浪费了资源。
非法抢建房屋不仅给改造拆迁工作带来了很多困难，增加了工作量，提高了征地成本，同时由于拆迁补偿利益不平衡，还造成拆迁户上访告状等社会不稳定因素。
    解决上述问题的建议：
    为从根本上杜绝“博赔偿”的抢建行为，区政府应尽快主动和市政府沟通出台《房屋征收与补偿实施办法(草案)》，制定统一的城中村、连片改造拆迁补偿政策和标准，建立房、地分估的评估机制，充分体现土地价值，按区位补偿土地价，区位越好，土地补偿价越高，同时房屋不再按照原先的有多少层多少面积来补偿，而应该设置

标准层，无论房屋盖多少层，安置标准都按照标准层进行补偿。从而杜绝拆迁补偿的随意性，对遵守政策法规的被拆迁者，实施的奖励政策，使遵规守纪者切实得到实惠，不给乱搭乱建者可乘之机。同时，为了制约人为抢建的恶意行为，对于非法多加盖部分，不但不补偿，还要因其浪费社会资源进行处罚，避免恶意加盖造
