设备采购管理办法
一、总则
1、编制依据及目的
为进一步规范机施集团设备采购管理，降低施工成本，控制风险，促进经济效益提升，依照建工集团《设备管理指引》、《加强和完善分包商和设备材料采购管理的补充规定》及机施集团《设备管理规范》中的有关规定，特制订本办法。
2、适用范围
本办法中的设备是指机施集团出资的机械设备，包括试验设备及仪器、施工机械、运输设备（含非生产车辆）及生产设备。
总包工程中为业主代采购机电设备的采购管理可参照本办法执行。
3、管理原则
（1）分级分类原则
机施集团设备采购实施统一领导，分级分类管理，集团本部及各工程公司建立相应的设备管理部门和管理体系，并根据公司内部层级，设置相应的设备管理岗位和管理人员。
（2）事先报告、审批原则
所有机施集团出资的设备采购前，必须提交设备添置或更新专项请示报告，按建工集团及机施集团有关规定，经建工集团、机施集团批
