摘 要：当前“一带一路”国家战略正在稳步推进，湛江被确立为"21世纪海上丝绸之路"战略支点城市之一，也是"一带一路"的重要节点城市。水上运动旅游产业是体育产业的重组成部分及开发热点，湛江作为我国大陆最南端的港口城市，有着巨大的发展内在潜力和潜在的巨大发展空间，水上运动旅游发展带来了巨大的发展机遇，本文采用实地考察法和逻辑分析法对开展湛江水上运动资源现状进行了深入的调查研究，对如何发挥自身优势，发展湛江水上运动旅游发展，提出了对策和建议。

當前我国提出的建设“一带一路”的战略构想，对社会主义现代化建设具有深远的战略意义。作为沿海城市的湛江水上运动资源虽然丰富，却尚未形成相关产业链。《关于大力发展体育旅游的指导意见》[1]政策的推出，推动了我国体育产业政策和旅游产业政策深度融合。目前湛江相关水上运动产业发展文献较少，大多停留在滨海常规旅游项目研究阶段，通过搜集相关文献资料，实地考察法求教于专家学者，了解湛江水上运
