第一章 总 则
第一条 为了加强我市出租汽车客运行业的管理，维护出租汽车客运交通秩序，提高服务质量，保障乘客和经营者及其从业人员的合法权益，促进出租汽车客运事业的发展，根据有关法律、法规的规定，结合我市实际，制定本办法（以下简称办法）。
第二条 本办法适用于我市行政区域内出租汽车客运的经营和管理活动。
第三条 本办法所称出租汽车，是指依法取得营运资格、根据乘客意愿提供客运服务、按照行驶里程和时间计价收费的五座小型客车。
本办法所称经营者包括从事出租汽车经营的企业和个体工商户。
第四条 出租汽车客运行业应当遵循统一管理、合法经营、公平竞争、规范服务、安全运行、方便公众的原则。
第五条 市人民政府应当将本市出租汽车客运行业发展纳入经济和社会发展规划，促进出租汽车公
