湖北省选调生选拔培养管理办法

第一章 总 则
第一条  为了进一步规范和加强选调生工作，根据《中华人民共和国公务员法》（以下简称《公务员法》）、《党政领导干部选拔任用工作条例》(以下简称《干部任用条例》)、中央组织部《关于进一步做好选调应届优秀大学毕业生到基层培养锻炼工作的通知》和有关规定，结合我省实际，制定本办法。
第二条  本办法所指选调生，系省委组织部从高等院校应届毕业生和在基层工作服务期满的往届大学毕业生中招录并选派到基层工作的优秀大学毕业生。

第三条 开展选调生工作，是加强年轻干部队伍建设的重要源头，重点是培养党政领导干部后备人选，同时为县级以上党政机关和企事业单位培养高素质的工作人员。
第四条  选调生选拔、培养与管理应坚持以下原则：
(一)统筹规划、合理配置原则；
(二)公开、平等、竞争、择优原则；
(三)重在培养、大胆使用原则；
(四)动态管理、优胜劣汰原则。
第五条 选调生工作由各级党委组织部门主管，人社、教育、编制等部门参与，按照规定负责本办法的组织实施
