1、环境影响评价、环境标准、环境质量标准、污染物排放标准的概念
环境影响评价是指对规划和建设项目实施后可能造成的环境影响进行分析、预测和评估，提出预防或者减轻不良环境影响的对策和措施，进行跟踪监测的方法与制度。
环境标准是为了防止环境污染，维护生态平衡，保护人群健康，对环境保护工作中需要统一的各项技术规范和技术要求所做的规定。
环境质量标准：指一定是时间和空间范围内，对各种环境介质（如大气、水、土壤等）中的有害物质和因素所规定的容许容量和要求，是衡量环境是否收到污染的尺度，以及有关部门进行环境管理，制定污染排放标准的依据。
污染物排放标准：是根据环境质量要求，结合环境和社会、经济、技术条件，对污染源排入环境的有害物质和产生的有害因素所做的控制标准，或者说是排入环境的污染物和产生有害因素的允许的限制或排放量（浓度）。
