摘要：我国的食品供应体系主要是围绕解决食品供给量问题而建立起来的，对于生产原料、生产环境、加工、包装、贮存运输及销售等环节的质量安全管理，都存在严重的不适应性，因此，由致病微生物和其他有毒、有害因素引起的食物中毒和食源性疾病仍然对我国食品安全构成了明显的威胁。

食品工业是人类的生命产业，是一个最古老而又永恒的产业，同时食品也是一种对人类健康有着密切关系的特殊有形产品。其具有独特的特殊性和重要性。我国有近13亿人口，应当成为食品工业的大国与强国，发展食品工业是我国经济发展的一大策略。温家宝同志在2002年8月召开的中国国际食品农产品加工发展战略研讨会上指出，目前中国食品工业总体发展水平还比较低，农产品加工率不高，产品结构不合理，生产技术水平有待继续提高，我国还应建立健全的食品工业质量安全监督检测体系，确保食品安全。
