第一章 总 则
第一条 为加强财政扶贫资金项目的管理，提高项目质量和效益，根据《中国农村扶贫开发纲要（2001—2010）》、国家《财政扶贫资金管理办法》、《中共贵州省委、贵州省人民政府关于切实做好新阶段扶贫开发工作的决定》和《中共贵州省委关于加大新阶段扶贫开发工作力度的决定》等文件精神和有关政策规定，结合人省新阶段扶贫开发的实际，特制定本办法。
第二条 财政扶贫资金是指国家设立的用于贫困地区改变落后面貌，改善贫困地区生产、生活条件，提高贫困群众生活水平，促进经济和社会全面发展的专项资金。
第三条 本办法适用于使用财政扶贫资金（含少数民族发展资金和以工代赈资金）建设的项目。

第二章 财政扶贫资金项目申报
第四条 申报资格。各市（州、地）、有扶贫开发任务的县（市、市辖区、特区，以下简称县）、扶贫开发工作重点乡（镇）及重点村（以下简称重点乡、村）可申报财政扶贫资金项目。
第五条 申报资格。必须在完成项目前期准备工作的条件下申报。项目前期准备工作包括：（1）根据扶贫开规划建立项目库，按照先后缓的原则选择项目；（2）项目的勘察、设计、投资概算（概算标准参照《贵州省财政扶贫资金项目投资补助参考标准》执行）；（3）项目可行性研究、论证及评估、扶贫效益分析；（4）确定项目实施单位、项目技术依托单位、项目主管单位等。
第六条 申报程序。财政扶贫资金项目应自下而上逐级申报。各重点乡、村根据本乡、本村扶贫开发规划对项目进行筛选，并将所选择的项目报县扶贫办；县扶贫办对项目进行初审，经县扶贫开发领导小组审核后报市（州、地）扶贫办，由市（州、地）扶贫开发领导小组根据审批权限审查立项；属于省级审批的项目，由市（州、地）扶贫办报省扶贫办审查立项。
