第一章 总       则
    第一条 为了加强对我校仪器设备的管理，提高仪器设备的使用效益，根据国家《行政事业单位国有资产管理办法》(国资事发[1995]17号)和教育部《高等学校仪器设备管理办法》（教高[2000]9号）的有关规定，结合我校的实际情况特制定本办法。
    第二条 仪器设备管理的主要任务是对其购置计划、招标采购、验收、使用、维护、借用、调拨、报废报损等的全过程实施管理。优化配置，提高仪器设备的利用率、完好率，充分发挥现有仪器设备的作用，充分发挥仪器设备在整个寿命周期内的效益。
    第三条 仪器设备的管理和使用贯彻“统一领导、两级管理、管用结合、责任到人”的原则，在主管校长的领导下，全校仪器设备由实验室与资产管理处（以下简称资产处）归口管理，各单位主要负责人为本单位仪器设备管理的责任人，要配备具有一定专业知识、责任心强的人员担任本单位的仪器设备管理员，在业
