人类在获取生产资料和生活资料的过程中,难免会受到来自自然界、作业场所以及
劳动工具的伤害。在农业社会这种伤害程度有限,但是进入工业化、社会化大生产之后,
安全生产成为一个必须严肃对待的社会性问题。
企业在追求利益最大化的同时难免会忽略了对生产中安全因素的考虑,从而埋下安
全隐患,安全问题由此而生。然而,政府对企业的监督管理由直接变为间接也成为一些
企业进行违规生产的一个原因。因此,必须加强安监部门对企业的监管,使企业进行安
全生产。
针对近年来企业违规生产所导致的安全问题,研究基于博弈论的方法,建立了两个
违规生产企业与安监部门之间的多维博弈模型,以完全信息静态博弈进行分析。通过分
析违规企业与安监部门之间的多维博弈关系和对应模型的求解,得出企业违规生产的主
要原因:(1)单纯追求利益的最大化;(2)事故风险意识薄弱;(3)安监部门进行监管
的频率和惩罚力度不够。研究表明加大安监部门的监管频率和惩罚力度以及对企业进行
安全教育是企业实现安全生产的有效办法,能够使企业变被动为主动的进行安全生产。

The human in the process of getting producer goods and subsistence means, Will receive

agricultural society this kind of injury degree is limited, but after entering the industrialization,

security problem will live from this. However, the government the management by
