元。二是安徽省行政事业单位机构数较多，2001年为61760个，居全国第4位。三是安徽省行政事业单位人员较多，2001年，全省行政事业单位职工204万人，居全国第11位。这几组对比的结果显示出：安徽省的行政管理幅度过小，行政管理成本偏高。那么，解决这一问题的出路何在？在经过实地调研，广泛征求了北京、上海等地的专家意见的基础上，课题组成员最后形成了“减少层次，扩大幅度，强化中心，合理布局，形成层次合理、结构优化、功能完善的行政区划体系”的安徽行政区划调整的总体思路。
应该说，近几年安徽省大力实施的科教兴皖、大开放、城镇化和可持续发展等四大战略，有力地提高了全省综合经济实力，省委、省政府相继实施的合肥现代化大城市建设、“两山一湖”旅游开发、皖江地区开发开放、加快皖北地区经济发展等也取得了积极的进展，“马芜铜”等经济圈的规划，为安徽省经济发展奠定了基础。但是，也要实事求是地看到，与区域经济发展相比，现行行政区划显得过于分治，影响了社会资源综合要素效应的发挥，引发两者冲撞不断发生。社会各界要求调整行政区划的呼声较高。为此，本课题在对安徽省行政区划历史沿革进行剖析的基础上，着重从促进区域经济发展的角度，对安徽省行政区划调整提出设想和相关政策建议，以利于安徽省在探寻加快发展、富民强省、全面建设小康社会上找到新的切入点和兴奋点。
