农村土地承包。与党的十一届三中全会召开的同时，在安徽大地涌动一股春潮——推行家庭联产承包责任制。在中央、省委的关怀下，我市广大干群摆脱“左”的思想束缚，从1979年至1982年历经四年，全面推行了家庭联产承包责任制，极大地调动了广大农民的积极性。实行家庭联产承包责任制后，除大灾年份，年年增产增收。
