【摘 要】 为能更好地减少甚至杜绝电信诈骗的发生，进一步明确了电信诈骗的概念，全面列举了电信诈骗的方式，
从作案范围、团体和作案技术等多个维度描绘了电信诈骗的行为特征，分析了电信诈骗的生存土壤，最后
从相应的维度提出了一整套的布防体系。

Analysis for Telecommunication Fraud Mechanism and its Prevention Measures

[Abstract] In order to further reduce telecommunication fraud and even eliminate it, the paper gave a clearer definition of
TF (telecommunication fraud), listing every possible TF method, describing their behavior characteristics from
such aspects as case area, criminal groups and technologies, etc., analyzed TF’s existing atmosphere, proposed an
integrated prevention solution for TF.
