女性是老年人口中的多数，尤其是高龄阶段。2000年，全国60岁以上人口中，男性人口为6338万，女性人口达到6660万，；80岁以上人口中，男性占455万，女性为744万，[1]。老年问题，在很大程度上是老年妇女问题。从社会性别视角看，老年妇女的经济自立程度普遍较低，处于弱势地位。在二元经济的社会环境下，城乡老年妇女的差异显著。目前，我国的社会保障制度基本上只在城市中建立。另一方面，城市老年人口的经济收入水平虽然较农村高，但是，城市的消费水平也较农村高。一旦失去收入保障，城市老年妇女面临的问题将更加突出。因此，本文聚焦城市老年妇女的经济保障问题。
