摘 要：通过了解张家口市群众冰雪运动的开展情况，及时发现其存在的问题并提出加强
政策和资金的支持、培养冰雪运动人才、营造冰雪运动文化等促进群众冰雪运动发展的对
策，从而不断激发群众参与冰雪运动的热情，为实现“三亿人参加冰雪运动”的目标提供
借鉴。
