山东郯城城市总体规划（草案）
第一章 总 则
为适应郯城县经济和社会发展的需要，为城市建设提供管理依据，特制定本城市总体规划。
县域城镇体系规划适用于县域范围，其它部分适用于城区规划范围。
本规划为郯城县规划建设指导性文件，经批准后具有法律效力，任何单位和个人应遵循本规划。
