6 设备安装调试完毕、试运转合格。
7 竣工文件及资料编制按规定完成，达到档案验收标准。
正式验收应具备的条件：
1 初验中存在的问题和遗留问题全部得到解决。
2 财务决算已经编制完成，并经过审计部门审计合格。
3 建设资金应全部到位，并与建设工程合同各方已结清资金费用。
4 正式运营投产的各项准备工作已经完成，即运营生产组织管理机构、上岗人员、设备状态、物资准备以及外部配套条件等，能适应正常连续运营生产使用的需要。
5 具有保修期的工程项目，有施工单位签署的工程保修书。
竣工验收任务和内容
竣工验收的主要任务是：
1 对建设项目的建设规模、建设内容、建设质量、资金使用等情况进行全面审查。
2 对建设项目形成的固定资产、无形资产、递延资产等情况进行全面审核。
3 对建设项目能否合格交付生产或者使用作出评价。
4 对建设项目执行国家法律、法规情况进行检查。
