常州高新区（新北区）国民经济和社会发展第十二个五年规划纲要
前 言
  《常州高新区（新北区）国民经济和社会发展第十二个五年（2011—2015年）规划纲要》，是在全区上下全面贯彻落实党的十七届五中全会精神、深入学习实践科学发展观、积极应对国际金融危机的背景下编制完成的。编制和实施好“十二五”总体规划，对于我区牢牢把握本世纪头20年重要战略机遇期、加快建设国家创新型科技园区和现代化新城区、迈向基本现代化、实现经济社会发展的新跨越具有重大而深远的意义。本纲要在对全区发展基础、发展形势深入分析的基础上，提出了“十二五”期间全区国民经济和社会发展的指导思想、奋斗目标、发展重点和主要任务，是各专项规划和年度计划制定的主要依据，是我区创建国家创新型科技园区和率先基本实现现代化的行动纲领，是政府履行经济调节、市场监管、社会管理和公共服务职责的重要依据。
