第一章 总 则
第一条 为认真贯彻执行党的干部路线、方针、政策，建立科学规范的党政领导干部选拔任用制度，形成富有生机与活力、有利于优秀人才脱颖而出的选人用人机制，推进干部队伍的革命化、年轻化、知识化、专业化，建设一支高举马克思列宁主义、毛泽东思想、邓小平理论伟大旗帜，认真实践“三个代表”重要思想的高素质的党政领导干部队伍，保证党的基本路线的全面贯彻执行和建设有中国特色社会主义事业的顺利发展，根据《中国共产党章程》和有关法律、法规，制定本条例。
第二条 选拔任用党政领导干部，必须坚持下列原则：
（一）党管干部原则；
（二）任人唯贤、德才兼备原则；
（三）群众公认、注重实绩原则；
（四）公开、平等、竞争、择优原则；
（五）民主集中制原则；
（六）依法办事原则。
