智能是年轻干部成才的前提条件。智能是一个人智力和能力的通称，它决定一个人的反应能力、思维能力和认识能力的高低。年轻干部能否站在一定的高度，及时合理地解决处理好各种矛盾和问题，在很大程度上取决于自身的智能条件。可以说，年轻干部成长成才的过程，同时也是年轻干部不断运用自己的智力和能力解决各种矛盾和问题的过程。因此，年轻干部要想尽快地成长成才，必须具有良好的智能条件。
学识是年轻干部成才的基础。一般来讲，现在的年轻干部都具有大学本科以上学历，都具有某一方面的专业知识，但必须清醒地认识到，随着现代科学技术和社会主义市场经济的不断发展完善，现有的知识已远远不能适应形势发展的需要。这其中既有知识向能力的转化、理论与实践的结合问题，还有不断汲取新知识、提高理论水平的问题。因而，年轻干部的健康成长与学识的不断丰富和提高息息相关。
品行是年轻干部成才的重要保证。宋朝司马光说：“德者，才之帅也；才者，德之资也。”一个年轻干部要想健康成长，必须注重自己的品德修养。坚持做官先做人，努力塑造高尚的人格。当前，少数年轻干部受一些错误思想的影响，道德水准下降，个人主义、拜金主义、利己主义思想严重，有的贪图享乐，不思进取；有的为达到个人目的，做事不计后果、不择手段；还有的利用手中的职权，搞权钱交易，贪污腐化，以致跌进犯罪的深渊，断送了自己的前程。所有这些，都应当引起我们的深思。
