文档介绍：阜阳市颍东区社会主义新农村建设模式研究摘要党的十六届五中全会立足党和国家工作全局,提出了建设社会主义新农村的重大历史任务。任务提出以来,各地立足实际,相继进行了一系列探索,取得了显著成效。但同时也遇到了一些亟待解决的问题。特别是土地调整难在颍东乃至更多地区带有根本性、普遍性,严重阻碍了新农村建设的顺利进行。为此,迫切需要从理论和实践的层面探索有效的破解途径和办法。这对于阜阳市颍东区这样一个以农为主的地区,有着特别而重要的意义。为奋力开创颍东社会主义新农村建设的崭新局面,加速城乡经济社会一体化进程,在广大农村地区实现“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”,近期,通过问卷调查和走访农户的方式,对颍东区新农村建设情况进行了深入调研,在此基础上归纳总结了颍东区新农村建设中包括土地利用和规划方面存在的八个突出问题,结合以往我国新村建设的历史以及当前国内外关于新(农)村建设的经验教训,从统筹城乡发展的角度,提出了推进颍东区社会主义新农村建设的模式。强调把科学规划作为头道工序,把创新土地利用作为关键之举,把发展县域经济作为重中之重,把加大资金投入作为攻坚手段,把提高农民整体素质作为不竭动力,把基层组织建设作为基础保障。照此模式,颍东的新农村建设已初见成效。关键词:阜阳市颍东区;新农村建设;土地利用 AResearch on theModels ofBuilding aNew Socialist Countryside inYingdong District ofFuyang City Abstract The 5thSession of the 6th mittee munist Party ofChina (CPC)proposed tobuild anew socialistcountryside as amajor historical themission proposed,a series ofexploration has been carried out inmany regions based onthe different localsituations withsome remarkable . therearesome intractable problems thatneed tobesolved immediately,especially the issue of land adjustment which is a fundamental obstacle to the new socialist countryside building inYingdong and even more we need to explore possible solutions bom atacademic and practical level urgently which is particular and significant forthe new socialistcountryside building inYingdong.
