文档介绍：I 中文摘要我国自实行计划生育政策以来,有效的控制了人口增长,为经济、社会的发展创造了良好的人口环境, 但同时也形成了大量的计划生育家庭,随着我国老龄化的加剧,他们尤其是其中的农民的养老问题值得我们关注,虽然国家目前有针对农村计划生育家庭的社会养老保障制度,但其存在着不容忽视的弊端, 如何完善农村计划生育家庭的社会养老保障制度体系就成为了本文的研究主题。首先,本文对农村计划生育家庭社会养老保障制度的背景进行分析。指出其背景不容乐观:农村地区人口的规模风险和结构风险相对于城市来说更加突出;传统的“家庭养老”的保障功能日趋衰弱;在前边三个不利的宏观形势下, 以笔者所生活的村庄为个案,通过实证分析指出农村计划生育家庭的地位相对来说更加弱势,优先对其进行保障是社会公平正义的要求。其次,分析了现行农村计划生育家庭社会养老保障体系中的两种主要制度——计划生育保险制度和奖励扶助制度。指出其在取得成就的同时,制度本身也存在着缺陷:就计划生育养老保险来说,其地方性、随意性、分散性、混乱性以及缺乏稳定的财政支持带来的商业性使其很难体现出社会保险的性质;而就计划生育奖励扶助制度来说,其最大的缺陷就在于覆盖面狭窄的问题, 很大程度上影响了该制度的公平性。针对上述弊端,本文在农村计划生育家庭社会养老保障体系的完善上另辟途径, 提出了通过引进农村“部分外”计划生育社会养老保障制度的方式来克服农村计划生育家庭社会养老保障体系的弊端的方式, 并对“部分外”计划生育社会养老保障制度进行尝试性的构建, 最后主张由农村“部分外”计划生育家庭社会保险制度和奖励扶助制度共同构成新的农村计划生育家庭社会养老保障体系。关键词: 计划生育家庭社会养老保障制度奖励扶助制度计划生育保险 II Abstract Since the implementation of the family planning policy, we have controlled the population growth effectively, created a good demographic environment for economic and social development . However, a large number of f amily planning families appeared at the same time . With the increasingly serious aging situation in our country, their, especially the peasant s, pension issues deserve our attention . Although there is social old -age security system for rural family plannin g famil ies in our country ,there are drawbacks that can not be ignored .How to improve the rural family planning family social old -age security system is the research topic of this article. First, the situation of social security system on old -age pension of the r ural family planning famil ies is pessimistic : the amount risk and the structure risk of the population is high pared with cities, the traditional "fa mily pension" is gradually weaken ing .
