文档介绍：摘要 21世纪是海洋世纪,海洋经济在我国经济发展中居于战略重要地位。本文紧紧围绕河北省海洋渔业如何实现可持续发展这一中心问题,通过对国内外及河北省海洋渔业发展的现状和相关分析,指出了制约河北省海洋渔业可持续发展的四大因素:即可持续发展意识淡薄,海水污染严重; 海洋渔业产业化程度低,产业结构不合理;科技力量薄弱,设备落后;水产品标准化生产体系落后,涉海部门问缺乏有机协调。提出了促进河北海洋渔业可持续发展总体思路:以科学的发展观为指导,以市场为导向,以变革为手段,以竞争为动力,合理配置资源,调整优化产业结构,在经营方式上由低水平粗放型增长向产业化集约化转变,在技术路线上由“资源依托型”向“科技依托型”转变,在路径选择上由掠夺性开发向可持续发展转变。进一步强化科技支撑,合理开发利用近海资源,发展高效海水养殖,做大做强对虾养殖、贝类养殖、工厂化养殖,狠抓海洋水产品加工和流通体系建设,构建多元化协调有序的海洋产业群,提高我省海洋渔业总体竞争力。努力实现海洋渔业的持续、健康、快速、协调发展,为繁荣农村经济,增加农民收入做出积极贡献。系统提出促进河北海洋渔业可持续发展的技术路线及重点工程。研究提出了促进我省海洋渔业可持续发展的保障措施。关键词:河北省,海洋渔业,发展,对策 Abstract 21century thecentury marine economy plays an important strategy roleinthe economic development ofour country.
