文档介绍:II 径。本文借助行政管理学、公安学和人力资源开发与管理等专业理论, 通过文献分析和比较研究的理论方法和问卷调查和人物访谈等实证研究, 采用定性与定量分析相结合、理论与实践相结合的研究方法, 从拉萨交警队伍素质基本概念入手, 探索性地对拉萨交警队伍素质建设的现状进行了分析并提出了对策建议。其中,在现状的分析中,着重分析了目前拉萨交警队伍素质建设中取得的成果和存在的问题, 并从历史文化、政治经济、管理体制等方面进行了成因的分析。在对策建议中,笔者首次将素质模型、交警考核指标体系和 360 度绩效评估法、培训系统等用于交警的素质建设对策中,使研究更加科学。并且从管理体制、考核激励机制、教育培训制度、保障体系和监督机制、交警文化等方面提出了具体的对策建议, 为拉萨市交警队伍素质建设提供较为客观、科学的依据, 并最终为西藏乃至全国的公安部门决策层提供一定的参考和建议。关键词: 拉萨,交警队伍,素质建设 III ABSTRACT Traffic police force, as part of public ans is an important tool for the people's democratic dictatorship, and in China's modernization process shoulders great responsibilities on consolidating munist Party, protecting national security, ensuring people’s peaceful living, and the tasks to mainta in traffic order, to protect the flow of traffic and transportation security, and to administrate mobility vehicle license registration. Currently, traffic police departments all over the country are all faced police shortage problem. Constrained by finance, organization and other factors, it is unrealistic to solve the problem only by increasing the number of people. To improve working efficiency of traffic police, and provide better serv ice to public, most important thing is to improve the quality of traffic police. With the economic and social development, China has gradually completed the change from the planned economy to market economy, and our society now is in rapid development period to socialist ma rket economic construction. At the same time, the world's fifth police re volution has been maturing, modern transportation has entered the fast development stage, and these have posed a severe challenge to the quality of traffic police. Therefore, to further regulate the traffic police fo rce, prehens ively improve the quality of the traffic police and build a high quality traffic police force to meet the requirements of social development, is an urgent task.
