莒县城区生活垃圾处理费征收管理方法
第一条 为加快城市生活垃圾无害化处理步伐，改善城市生态环境，进一步加强城区生活垃圾处理费的征收管理，根据《国家发展计划委、财政部、建设部、国家环保总局关于实行城市生活垃圾处理收费制度促进垃圾处理产业化的通知》〔计价格〔2002〕872号〕和《山东省人民政府关于加快城市生活垃圾处理设施建设的意见》〔鲁政发〔2009〕74号〕等有关规定，结合我县实际，制定本方法。
第二条 本方法所称城区生活垃圾，是指我县城区中的单位和个人在日常生活中以及为城区日常生活提供服务的活动中产生的废物和有关法律、行政法规规定视为城市生活垃圾的固体废物〔包括建筑垃圾和渣土，不包括工业固体废弃物和危险废物〕。
第三条 本方法所称生活垃圾处理费，是指对城区生活垃圾进行收集、运输和处理而产生的费用。
第四条 城区范围内所有产生生活垃圾的居民、国家机关、部队、学校、企事业单位、社会团体、非企业组织、个体经营者、各类市场及经营性运输车辆均应缴纳生活垃圾处理费。
