重点抓好集镇建设、新农村建设、农田水利、道路交通、生态治理等方面的基础设施建设，推进城乡一体化发展。特别是在水利基础设施建设方面下大力气，切实提高我镇水利灌溉效率，为农业增产增收夯实基础。
一是抓住阳武河末级渠系改造工程这一契机，大力开展阳武河水利基础设施建设。处于阳武河沿岸的阳武一村将改建2500米、施家野庄8000米、神山三村3000米、大牛店村2500米、阳武二村4000米、大牛堡村200米，共计20200米。工程建成后，可改善水浇地1万余亩，节水50万方，工程概算2500余万元，预计2011年底完工。
二是南泉村生态农业综合治理工程。规划建设蓄水6万方塘坝一座，防渗渠3000米，河岸防护堤1500米，将造地100余亩，扩大水浇地800余亩。概算投资245万元，目前已上报省水利厅规划处立项。
三是西营村坝滩连治工程。将建设蓄水万方塘坝一座，造地300亩，扩大耕地600亩，有效控制水土流失面积400余亩。目前，省水利厅专家正在对该项工程进行勘验。

四是建设上阳武村十公里高标准防渗渠。该项工程曾受到山西省省委副书记、省长王君同志、省委副书记金道铭同志的关心，目前投入资金20余万元，已建成一二期工程2500余米，2011年度将新建上阳武村防渗渠第三期工程7500米、梨井村防渗渠5500米。该工程建成后，将会大大提高水资源利用率。2011年5月27日、6月3日忻州市委副书记、市长李平社同志按照省委
